The Breese Apartments is a four-story, handicap-accessible, affordable housing building in the Tenney-Lapham neighborhood in Madison, connected by underground parking to the phase one Lyric mixed-use project. The building, located off the busy East Washington Avenue corridor, has 65 affordable housing units. The site consisted of deteriorating industrial buildings with contaminated soils and a water table at seven feet. Removal of the existing buildings was a tedious and methodical two-month process. Stevens Construction Corp. was also challenged with finding qualified WHEDA-approved subcontractors and a required 25 percent minority participation.
