One of the greatest benefits of being an ABC of Wisconsin member is the opportunity to learn from and collaborate with fellow contractors.
As a member of the ABC of Wisconsin Human Resources Committee, I have the privilege of working alongside HR professionals and business leaders from construction companies across the state. We regularly discuss compensation, benefits, recruiting, retention, policies, and workforce challenges. Those conversations provide valuable insight, but they only reach a small group of members.
The Personnel Administration Services (PAS) surveys give every ABC member the opportunity to benefit from that same spirit of collaboration.
What is PAS?
For more than 40 years, Personnel Administration Services (PAS) has collected compensation, benefits, and personnel data exclusively from the construction industry. Contractors confidentially submit information that is compiled into comprehensive benchmarking reports, providing companies with reliable, industry-specific data to support strategic business decisions.
Why Participate?
Every contractor wants to know how they compare to the market.
Questions like these come up every year:
• Are our wages competitive?
• What benefits are other contractors offering?
• How much PTO is typical?
• What are companies paying Project Managers, Superintendents, and other key positions?
• Are our personnel policies aligned with current industry practices?
The PAS surveys provide objective data to help answer those questions.
Whether you’re planning annual wage adjustments, evaluating benefit offerings, updating HR policies, or preparing compensation budgets; PAS provides meaningful benchmarks that support informed decision-making, not guesswork.
Help Build Better Industry Data
Benchmarking is only as valuable as the data behind it.
Every contractor that participates strengthens the quality and accuracy of the survey results. As participation grows, the reports become more representative of our industry and more valuable to every company that relies on them.
By contributing your data in a confidential environment, you’re helping build one of the construction industry’s most trusted benchmarking resources while supporting fellow merit shop contractors.
Your Information Remains Confidential
Compensation and personnel information is sensitive, and PAS treats it that way. All data is collected confidentially and reported only in aggregate form. Individual company information is never identified or shared, allowing participants to contribute with confidence.
Annual Survey Opportunities
PAS offers several surveys throughout the year, each focused on a different area of personnel administration.
| Survey | Primary Focus | Typical Release |
| Benefit Survey | Employee benefits, insurance, PTO, retirement plans, and HR policies | July |
| Construction Support Staff Salary Survey | Administrative, accounting, HR, marketing, and office support positions | August |
| Executive Compensation Survey | Executive compensation, incentives, and governance practices | October |
| Construction & Construction Management Staff Salary Survey | Project management, estimating, superintendent, and management positions | January |
| Merit Shop Wage & Benefit Survey | Craft wages and field employee benefits | April |
A Valuable Member Benefit
Participating contractors receive immediate value for the time invested.
Survey participants receive:
• A free complimentary summary report of the completed survey results.
• The opportunity to purchase the full comprehensive report at a significantly discounted participant rate.
The comprehensive reports provide detailed benchmarking on compensation, benefits, and personnel practices that can support budgeting, recruiting, retention, succession planning, and long-term workforce strategy.
Strengthening the ABC Membership
One of the greatest strengths of ABC is the willingness of members to share knowledge for the benefit of the industry. The PAS surveys extend that collaboration beyond committee meetings by transforming individual company data into meaningful industry benchmarks that every participating member can use.
The ABC of Wisconsin Human Resources Committee encourages every member to participate in the annual PAS surveys. The stronger the participation, the stronger the data and the better equipped all of us are to attract, retain, and develop the workforce that will continue moving our industry forward.
